The amendments relate to matters of detail and do not involve new principle of importance.

The Ordinance consolidates three Principal Ordinances, the Raw Opium Ordinance, 1867, the Prepared Opium Ordinanc 1891, and the Morphia Ordinance, 1899, and the several Ordinances which have from time to time been passed by way

of amendment thereto.

The Ordinance contains a new definition of "Prepared Opium" adopted from the Straits Ordinance, and the definit of "Compound of Opium" has also been revised. The definiti of "Opium Dross" and "Raw Opium" are new. There is a slig

"chest of opium". The de- amendment in the definition of -finition of "Colony" in Ordinance No.8 of 1891 has been

extended so as to include the New Territories.
